The Seasonal Agricultural Worker Program is framed by governments, employers and some academics as a win-win: an affordable labour scheme from Canadian farmers and a social mobility strategy for Mexico thanks to the millions of dollars in remittances to the country every year.

The idea of family is a central justification to the program’s “forced rotation” model in which workers spend most of their year in Canada for decades on end.

But workers’ stories – what drives them to participate, how they navigate the risks of the program, and the actual consequences of long-term separation from their families – are invisible to most Canadians and Mexicans. Indeed those stories are sometimes deliberately obscured to maintain and reinforce the program’s status quo which provides governments and employers with a ready supply of cheap, flexible labour.
