If you need it, the SD Association has a free application for formatting SD/SDHC/SDXC cards (https://www.sdcard.org/downloads/formatter_4/index.html). It can do either a quick format or a full wipe (overwrite). It's Mac and Windows.
Since it's from the SD Association, the app fully complies with SD specifications.
